I don't know whether it is legal or not but I think this is more of a moral standards question. Some people are from the army and so hey have no qualms about shining another dude. In their eyes it's "why are you looking there". Conversely many people such as myself don't want to see another mans naked bod. My solution. I don't look!

If he's actually peeing, then it's legal. If he's just standing there, it depends whether or not it's a public building or private business and what their policies are regarding nudity
